Thomas Borrego brings over 25 years of experience in commercial construction and real estate development, with the last eight years spent in Director-level and executive leadership roles. His background spans preconstruction, estimating, project strategy, and operational leadership, giving him an end-to-end understanding of how successful projects are planned and executed.
After years of working within the industry, Thomas founded Rockhill Construction Company to address what he consistently observed as a major shortfall: too many projects suffer from poor communication, lack of accountability, and an absence of true ownership by the general contractor. Rockhill was built to be different, setting a higher standard for professionalism, transparency, and leadership in construction.
Thomas leads Rockhill with a hands-on, disciplined approach, backed by experienced project management and field leadership. The focus is on building strong partnerships with owners and design teams, reducing risk through thoughtful preconstruction, and delivering predictable outcomes in the field.
